Table of Contents A B C D E F H I J K L List of Appendices G 6.2 P&C Talent Acquisition will first review the Acting Assignment and Acting Pay Request form from an equal employment perspective. The City is committed to equal opportunity in all matters relating to hiring, assignment, promotion and other personnel actions to help ensure a competent and diverse workforce. Decisions on employment are based on qualifications, experience, and suitability for the job. P&C Talent Acquisition will collaborate with the requesting department to ensure that the selection decision is fair and equitable in accordance with Federal and State laws, regulations, and City policies. employee must meet the minimum requirements of the higher position. The position in which the employee is acting must be either 1) vacant due to an employee separation for at least 30 calendar days, or 2) the incumbent employee must be absent from work for at least 30 calendar days. For the acting employee the following conditions must be met: A. Vacant Position – The employee acting in a higher capacity position is eligible, at the department’s initiation and with People & Culture’s (P&C) prior approval, to receive Acting Pay. The Acting Pay supplement does not change the employee’s base salary. B. Absent Employee – The employee acting in the stead of an employee absent due to illness, injury or long-term offsite training, is eligible for this Acting Pay, at the department’s initiation and with P&C’s advance approval. 5.2 An employee acting in the stead of another employee on special assignment within the department or light duty assignment is not eligible for Acting Pay. 5.3 The acting employee must assume the responsibilities of the higher-level position in addition to the regularly assigned responsibilities. Subordinates and other employees will not be compensated for assuming the acting employee’s responsibilities (no “trickle-down” effect). 5.4 The acting employee must assume the responsibilities of the higher-level position for all of the work or duty days in the 30-day calendar period. 5.5 When the employee continues in the Acting Assignment for the amount of time beyond the initial 30-day calendar period Acting Pay will be paid in full payroll period increments. 5.6 The employee will normally not receive Acting Pay for more than six months. Requests for extensions require approval of the Compensation Manager who will consult with the Talent Acquisition Manager as needed. 6.0 PROCEDURES 6.1 The Department Director who determines Acting Pay is warranted based on circumstances that meet the conditions of this policy will send a recommendation in writing to the P&C Department. See appendix document, Acting Assignment and Acting Pay Request Form . This Form must be submitted to P&C Talent Acquisition fifteen (15) calendar days in advance of the beginning of any Acting Assignment. Notification should only be made to the employee after written approval is provided by P&C.
