5.1 Promotional increases will normally be made to a salary within the established hiring range for the new job. Hiring officials may offer promotional salaries within the hiring range established for the promotional job (i.e., up to the Control Point) without People & Culture (P&C) approval. 5.2 Promotional increases may be made above the hiring range (i.e., above the Control Point) with prior approval from the P&C Department. 5.3 No salary will be paid below the minimum of the salary range, and salaries should not exceed the maximum of the salary range. 5.4 As an at-will employee, there is no guarantee of salary increases. All increases are subject to change at any time at the sole discretion of the City Council and/or City Manager, or as City compensation polices, programs or practices are introduced, amended, or eliminated. 5.5 Administrative guidelines for sworn Police and Fire personnel are listed on their respective salary structures.5.6 A competitive offer (i.e., counter offer) may not occur within the City between departments. 6.0 PROCEDURES 6.1 The hiring official will fill the vacant promotional opportunity competitively following required City policy. Recruitment and Selection (page 19) 6.2 After selecting a candidate, the hiring official should consider the salary increase options covered in this policy. The amount of the promotional salary increase decision should be based on a combination of factors including the employee’s credentials for the position, the employee’s current salary, the employee’s salary compa-ratio to the promotional position and control point, and the salary relationship to other employees, particularly employees in similar roles. 6.3 The hiring official may contact P&C Compensation if assistance is needed deciding on a promotional salary offer. 6.4 Hiring officials must acquire advance approval from P&C Compensation of any promotional salary offer above the Control Point for the position. 6.5 When submitting a salary offer for P&C Compensation review above the Control Point, the following documentation must be submitted to ensure fair, well-informed decision-making and sound stewardship of City resources: A. A copy of the job posting, including the position number, job title, and advertised hiring range. B. A copy of the selected candidate’s employment application and resume, where available. C. The selected candidate’s employee number (if available), current position title, pay grade, control point, and current salary.
