I t is the policy of the City of Greensboro to promote a culture of integrity, accountability, and transparency in the conduct of public business. The City encourages individuals to report, in good faith, suspected or actual violations of federal, state, or local law; City ordinances; City policies; safety concerns; ethical standards; or the misuse, waste, or abuse of public funds or resources. Individuals or persons who raise such concerns are protected from retaliation in accordance with this policy and applicable law. As a local government, our work is grounded in public trust. Every decision we make, every dollar we spend, and every service we provide must reflect our commitment to integrity, accountability, and ethical conduct. This Whistleblower and Non-Retaliation Policy exists to reinforce those values and to ensure that concerns about wrongdoing are raised and addressed in a timely and responsible manner. Speaking up when something does not seem right is an essential part of serving the public. Employees and others who work with the City are often the first to see potential issues, and the City as an organization depends on their willingness to report concerns in good faith. This policy is intended to provide clear, safe, and accessible ways to raise those concerns, and to assure individuals that they will be treated with respect and fairness throughout the process. Equally important, the City does not tolerate retaliation. Anyone who reports a concern honestly or participates in an investigation plays a vital role in protecting our organization and the community we serve. Retaliation undermines trust and accountability, and it is itself a serious violation of City policy. This policy is intended to provide protections consistent with, but not limited to, applicable federal and North Carolina law. Certain North Carolina whistleblower statutes apply specifically to State employees; this policy voluntarily extends similar protections to City employees. 2.0 PURPOSE T he purpose of this policy is to establish a clear, consistent, and accessible process for individuals to report concerns regarding improper governmental actions and to ensure such concerns are reviewed and addressed promptly, fairly, and impartially. This policy reinforces the City’s commitment to ethical conduct, legal compliance, and responsible stewardship of public resources.
