Payroll Periods-Deductions-Method of Payment for Payroll Related Benefits Number: B-18 Revision: 2 Effective Date: 03-01-14 1.0 POLICY T he City of Greensboro pays most employees on a semi-monthly basis and authorizes the Accounting Manager to make established deductions requested by employees and other deductions that are required by law or have been approved by the City Manager. T he City’s method of payment for employee compensation and related employee benefits is through electronic direct deposit of funds each payday into a financial institution account designated by the employee. 2.0 PURPOSE T he purpose of this policy is to describe the City’s payroll program and the uniform payment method for payroll and related employee benefits (direct deposit) to ensure an economical mechanism for payroll in keeping with the City’s core value of stewardship. Direct deposit also provides the most security for employee payroll funds. 3.0 SCOPE This policy covers all employees. Direct deposit covers the payroll payments for all personnel age 15 and over including full time, part time, roster, and seasonal positions, who are paid weekly or semi-monthly. 4.0 DEFINITIONS 4.1 Benefit Eligible - Full time and part time employees who are eligible for coverage and participation in the City’s benefit programs in addition to legally mandated coverage. See the appendix document, Position Types on page 414. 4.2 Other (Not Benefit Eligible) Employee - An employee assigned to a position designated roster (RP), seasonal temporary (ST), or special project (SP) who is eligible for salary and mandated benefits only. See the appendix document, Position Types on page 414. 4.3 Semi-monthly Paid Employees-Benefit Eligible - Full time and part time employees compensated for an average number of hours per week. This amount will normally equal half the monthly rate. 4.4 Semi-monthly Paid Employees-Other (Not Benefit Eligible) Employees - Roster, seasonal and special project employees compensated at a set rate only for those hours, or portions thereof, actually worked and who are paid on a semi-monthly basis.
