benefitted positions. 4.7 Job Evaluation Factors – The factors provide a systematic way of determining the value/worth of a job in relation to other jobs in the City. Factors used in the job evaluation process include: • Minimum education and experience required • Information processing and latitude • Type and nature of contacts • Budget/financial impact and influence • Job skill and technical difficulty • Exposure to mental fatigue/stress and physical risk • Organizational level, supervisory scope, and number of supervisees 4.8 Position - A unique budget allocation to which an established set of duties and responsibilities (job) is assigned. 4.9 Reclassification - Change of a position from one classification to another classification based on characteristics of currently assigned duties. 5.0 ORGANIZATIONAL RULES 5.1 All reclassifications require approval by the Human Resources Department and the City’s Job Evaluation Committee. 5.2 Positions are reclassified on the basis of a significant change in the nature of the work assigned to the position, changes in the job evaluation factors assigned to the position by the Job Evaluation Committee, and similarities of job and qualification requirements with other job classifications within the organization. Positions are not reclassified for situations in which additional responsibilities are assigned which are of the same type of work performed (i.e., due to increased volume of the same type of work). 5.3 When a position is reclassified to a job classification assigned to a higher control point, an incumbent employee will normally receive a reclassification salary increase of 5% of the higher control point or the employee’s salary will be increased to a compa-ratio of .75, whichever is greater. In either situation, the employee’s salary will not exceed the higher control point. 5.4 If a job is reclassified to a job classification assigned a lower control point, an incumbent employee will not normally have his salary decreased. 5.5 No change in salary will accompany a change only in FLSA (Fair Labor Standards Act) status (Exempt/Non-Exempt).
