(i.e., above the Control Point). A. Salary offers above the hiring range impact the new employee’s salary increase eligibility. See the Probationary Salary Increases policy on page 112. B. Salary offers above the hiring range may be approved when the applicant’s competence and experience are clearly over and above those qualifications required as the minimum for the job and/or when a critical knowledge or skill shortage exists. 5.4 No salary will be paid below the minimum of the salary range, and salaries should not exceed the maximum of the salary range. 5.5 The advertised hiring range for the position will generally be from the range minimum up to the Control Point. The full salary range assigned by the City to the position will also be included with the posting. 5.6 Administrative guidelines for sworn Police and Fire personnel are listed on their respective salary structures. 6.0 PROCEDURES 6.1 Departments have flexibility to extend salary offers to new hires up to and including the Control Point without pre-approval from Human Resources. The Employment Division within Human Resources is available to advise, as needed, on these salary offers. 6.2 When submitting a salary offer for HR/Compensation review above the Control Point, the following documentation must be submitted to ensure fair, well-informed decision-making and sound stewardship of City resources: A. A copy of the job posting, including the position number, job title, and advertised hiring range. B. A copy of the selected candidate’s employment application and resume, where available. C. The selected candidate’s current position title/job level and salary with his/her present employer. D. The recommended salary offer and basis for calculation. E. An Excel file showing an internal equity analysis with identified peer positions in your department. Include the following in the Excel file: 1. names, 2. job titles, 3. pay grades,
