Staffing 2024 Force Strength The Emergency Communications Division consisted of 75 emergency communications specialists (ECS) in 2023. The authorized ECS staffing was 89, including supervisors and a deputy director. The average vacancy per month in 2024 was nine ECS positions. Fifteen new emergency communications specialists were hired in 2024. In 2024, six ECS resigned, one retired, one transferred, and one was dismissed.
