Table of Contents A B C D E F H I J K L List of Appendices G 4.4 Affirmative Action Step Goals -The number of people represented as a percentage (at the beginning of the reporting period) reasonably expected to be hired/promoted to eliminate underutilization in the job group. It is generally considered a long-range goal, subject to change based on possible fluctuating total head count. T he City believes that our workforce should generally mirror the diversity of the community we serve and work to eliminate unlawful discrimination in the workforce. It is the policy of City of Greensboro to take affirmative action to employ and to advance in employment, all persons regardless of their status, and to base all employment decisions only on valid job requirements. This policy shall apply to all employment actions, including but not limited to recruitment, hiring, upgrading, promotion, transfer, demotion, layoff, recall, termination, rates of pay or other forms of compensation, and selection for training, including apprenticeship, at all levels of employment. 2.0 PURPOSE T he City operates on the premise that it is desirable for a municipal government organization to mirror the diversity of the community it serves. For this reason, the City and its individual departments have developed affirmative action plans and action steps to demonstrate an assertive approach to recruiting, hiring and promoting a skilled, diverse workforce. On an ongoing basis, the City evaluates, and modifies where necessary, its employment processes to enhance its progress towards reaching its goals in affirmative action. 3.0 SCOPE This policy applies to all City employees. 4.0 DEFINITIONS 4.1 Affirmative Action (AA) - A concerted outreach effort by the City to assure that qualified individuals of all races and genders are actively recruited and considered for employment, promotion, or assignment. 4.2 Equal Employment Opportunity (EEO) - A system of employee selection, assignment, and promotion in which personnel actions are made without regard for non-job related factors. 4.3 Affirmative Action Plan (AAP) - The City’s written document or “program” outlining the steps we have taken and will take to ensure equal employment opportunity. The AAP is prepared based on employment data for the previous fiscal year and looks forward to what steps the employer will take over the next fiscal year.
