The T he City of Greensboro provides benefit eligible employees with the ability to request and purchase Planned Leave Without Pay for additional leave time during the calendar year. 2.0 PURPOSE T he City recognizes that some employees, generally newer ones, would prefer more time off from work than the City provides on a paid basis. This policy addresses a method where employees may purchase additional leave time. 3.0 SCOPE This policy applies to all benefit eligible employees. 4.0 DEFINITIONS 4.1 Planned Leave Without Pay (PLWOP) -Planned Leave without Pay is unpaid leave a benefit eligible employee can purchase for additional time off. The cost to the employee for the purchased leave is spread over a period of time (through payroll deduction) rather than affecting a single pay check. Planned Leave Without Pay is offered to New Hires and once a year during Annual Open Enrollment to benefit eligible employees. The number of hours purchased cannot be changed after the election has been made and approved by the Department Director. 4.2 Benefit Eligible - Full time and part time (PT) employees who are eligible for coverage and participation in the City’s benefit programs in addition to legally mandated coverage. See the appendix document, Position Types on page 424. 4.3 Paid Time-Off (PTO) - Any request for time-off with pay through the City time-keeping system. 5.0 ORGANIZATIONAL RULES 5.1 Purchase of PLWOP must be elected each year as part of the online Annual Open Enrollment process. The Department Director will receive a report indicating employees who elected PLWOP and the number of hours purchased. Approval of the employee’s purchase request will be based on the operating requirements of the department.
