5.4 Full-time employees will be compensated eight (8) hours to observe each designated holiday. 5.5 Part-time employees will be compensated to observe each designated holiday as follows: four (4) hours for a PT 20 employee, five (5) hours for a PT 25 employee or six (6) hours for a PT 30 employee. 5.6 A benefit eligible employee must be in a paid status the day before and the day after a City designated holiday to receive holiday pay. 5.7 Some full-time employees work alternative schedules requiring them to work more than eight hours per scheduled workday. If a holiday falls on a workday where an employee would normally work more than eight hours, the employee is required to make up the difference with paid time off (PTO). For example, assume that the employee normally works four, ten-hour workdays. If a holiday falls on the employee’s normally scheduled workday, the employee will receive eight hours of holiday pay and will be required to use two hours of PTO to make up the difference. 5.8 Department Directors can adjust the employee’s alternative work schedule to a traditional work schedule (five, eight hours days) for any week with a paid holiday. 5.9 For information concerning pay for working on designated holidays, refer to Policy D-13. For more information, see the Premium Pay policy on page 141. 6.0 PROCEDURES 6.1 Holiday Leave Accounting A. For employees other than sworn firefighters on rotating shifts (24 hour or greater shifts) Holiday Leave will be charged on the basis of actual time taken off from work. For sworn firefighters on rotating shifts (24 hours or greater shifts) Holiday Leave will be charged on a two-thirds (2/3) ratio basis (e.g. eight hours will be charged for each half-duty day taken). B. Full-time employees may accrue eight (8) hours of holiday time when 8 or more hours are worked on a City Designated Holiday. Any accumulated Holiday Leave balance over 40 hours for full-time employees will be converted to Sick Leave on June 30 annually. The remaining balance of 40 hours will carry over to the next fiscal year on July 1 annually. C. Part-time 30 employees may accrue six (6) hours of holiday time when 6 or more hours are worked on a City Designated Holiday. Any accumulated Holiday Leave balance over 30 hours for PT 30 employees will be converted to Sick Leave on June 30 annually. The remaining balance of 30 hours will carry over to the next fiscal year July 1 annually. D. Part-time 25 employees may accrue five (5) hours of holiday time when 5 or more hours are worked on a City Designated Holiday. Any accumulated Holiday Leave balance over 25 hours for PT 25 employees will be converted to Sick Leave on June 30 annually. The remaining balance of 25 hours will carry over to the next fiscal year July 1 annually.
