Flexible Work Arrangements (FWA) help the City’s efforts to attract, retain and support a diverse and highly skilled workforce. FWA is a benefit that can be withdrawn or terminated at the sole discretion of the City of Greensboro. The City Attorney serves in the place of the Department Director and executive leader for employees of the Office of the City Attorney. 2.0 PURPOSE T he purpose of this policy is to provide employees with the benefits of more flexible work options, where appropriate, and to maintain the City’s commitment to provide excellent service to Greensboro’s stakeholders. 3.0 SCOPE Department Directors have the sole discretion to determine which positions are eligible for FWA. FWA with a duration of less than fourteen (14) calendar days are not covered by this policy. A short-term FWA may be approved by employees’ immediate supervisors. Certain positions do not lend themselves to FWA. The City Manager encourages and authorizes Department Directors, in consultation with other executive leaders, to provide alternative rewards, such as additional paid time off or monetary rewards to employees who serve in roles that are unsuitable for FWA. The City Manager, Deputy Manager, Assistant City Managers and Department Directors are ineligible for FWA. This policy will remain in effect until December 31, 2023, unless rescinded or modified by the City Manager. The City Manager will also evaluate the effectiveness of this policy to determine whether it will continue beyond 2023. 4.0 DEFINITIONS 4.1 Flexible Work Arrangements (FWA ) - An arrangement where an employee has a flexible schedule or the option to work from home or other remote location. 4.2 Remote Work - Employees working from a location other than a City assigned office or job site. 4.3 Flexible Scheduling - Employees have flexible start and end times or scheduled work days of the week. 4.4 Core Hours - The period of time defined by the employee’s supervisor during which an employee working remotely is expected to be available and working despite any flexibility the employee may enjoy.
