Transportation Investments Transportation funding is limited and mobility is often discussed and implemented by discrete projects. These are most often associated with a “roadway project,” where infrastructure for all modes is created based on newer standards. (Recall that the study area has so few sidewalks because standards did not require them at the time the roads were initially constructed.) The lack of sidewalks and other infrastructure in the study area (along with some unnecessarily wide streets) means that streets must now be retrofitted to accommodate more than just automobiles. This can mean adding sidewalks where none exist, adding speed reduction treatments, re-striping travel lanes, or re-proportioning asphalt to accommodate other modes of travel (like buses, bicyclists, or pedestrians). The number of streets that need such retrofitting far exceeds the available funding or capacity to implement, therefore they must be prioritized by their potential for positive impact.
