South Greensboro Area Plan - Public Review Draft - 9.25.25

South Elm-Eugene Street 2 South Elm-Eugene Street is a City of Greensboro maintained roadway running approximately two miles north-south through the center of the study area. Like Randleman Road, it extends directly south from Downtown Greensboro and is mostly a 5-lane cross section. Unlike Randleman Road, this street is connected to both I-85 and I-40 via freeway interchanges and includes segments of landscaped median along its center. Elm Eugene is the only direct access point to the I-85 freeway in the southern half of the study area. In recent years, City investments have widened the street and added sidewalks from the I-85 interchange to Vandalia through a bond project, and an ARRA-funded project added sidewalks and a landscaped median between Vandalia and Creek Ridge. Except for the northern part of the roadway that traverses through an industrial area, most of Elm-Eugene has a landscaped character with low density single-family residential land uses along its edge. While the landscaped median offers aesthetic improvements, there are still opportunities to enhance pedestrian crossings and overall safety. In fact, along its 2.25 mile extent in the study area, there are only 5 intersections that have pedestrian crosswalks. Local design control of the roadway and potential new development to the southeast of the corridor may provide opportunities for improvements.
