From the Director
• The Training Division completed 8,006 PIRT requests and Training Supervisor Mark Shepherd built six training consoles to provide a better experience for new trainees. • The GM911 Emergency Communications Division was credited with 49 life saves and processed more than 700,000 phone transactions. GM911 is progressive and responsive to the needs of our agencies and community. We stand ready to fulfill our role as the “First, First Responder.” I am very proud of the staff’s many accomplishments. Without its dedication and professionalism, GM911 would not fulfill our mission of providing high-level customer service to the community and our users.
Guilford Metro 9-1-1 (GM911) is the primary Public Safety Answering Point (PSAP) for enhanced 9-1-1 in Guilford County. The center provides 9-1-1, dispatch, and radio services for other cities, towns, and unincorporated areas in Guilford County and Emergency Medical Services (EMS) dispatch for the City of High Point. The department grew in places and employed upgraded equipment and strategies in 2024. The Operations Division staffing level increased for the first time in five years and the department as a whole remained progressive in many areas. Some of our prominent 2024 projects include: • The Technical Services Division added Guilford County Schools district to the system and completed Microsoft Security Updates to the radio system. • The Public Safety Information Technology Division installed new dispatch consoles at our backup site, started to implement new Hexagon Computer-Aided Design and Axon Records Management System software, and migrated from the NC Hosted Viper 2 (v 5.1) to the NC Hosted Viper 9 (v7) 9-1-1 phone system.

About the Division The Administration Division creates and manages department goals and objectives. It provides day-to-day and personnel management, project oversight, and planning for all other divisions and oversees the department’s $23.9-million budget. This division also oversees the Quality Assurance and Training Section.

About the Section
The Quality Assurance and Training Section consists of an administrator and three training specialists who collectively possess over 80 years of experience in 911 and public safety systems. This team ensures compliance with accreditation standards, coordinates training for new hires, and facilitates ongoing departmental training. Additionally, it generates 911 records for the Guilford County Department of Social Services, emergency responders, attorneys, news media, and the general public. The team also actively engages in public relations and recruitment initiatives.

GM911 is proudly recognized as an Accredited Center of Excellence (ACE) in two key call taking disciplines, Emergency Medical Dispatch (EMD) and Emergency Fire Dispatch (EFD), by the International Academies of Emergency Dispatch. The agency is required to achieve and uphold 20 points of accreditation. To support
ongoing development, emergency communications specialists receive monthly feedback. This reporting and feedback process is a vital component of our Quality Assurance/Quality Improvement Program and enhances GM911’s service to residents and partner agencies.

Training Training Responsibilities
This section trains all new emergency communications personnel through an in-house Rookie School and provides monthly continuing education for all employees. GM911’s training curriculum aligns with the minimum training standards for public safety telecommunicators set forth by the Association of Public Safety Communications Officials (APCO) International and is certified by the APCO International’s Agency Training Program. This certification serves to validate the agency’s curriculum and guarantees that trainees receive the necessary content. Furthermore, it highlights the importance of demonstrating decision-making and psychomotor skills as specified in the standards.

2024 Training Highlights
• Conducted four rookie schools for 15 emergency communications specialists. • Maintained Accredited Center of Excellence (ACE) for EFD. GM911 is the world’s 12th Fire ACE. • Maintained Accredited Center of Excellence (ACE) for EMD. GM911 is the world’s 134th EMD ACE. • The Shepherd Training Center used repurposed consoles from the agency’s backup center to create a training environment that accurately reflects a functional dispatch center. • Implemented Priority Dispatch AI SkillLab, which uses an AI-driven call simulator to help emergency dispatchers acquire valuable experience with ProQA and enhance their active listening skills.

Communications Division Education & Outreach
GM911 is dedicated to fostering strong community relationships and educating the public about 911, our organization, and other public safety topics. Through the Red E. Fox Program and other outreach efforts at local schools and youth centers, GM911 staff teaches the importance of 911 to local children. Department members from all divisions participate in various public relations events and gatherings throughout the year. This outreach allows community members, local businesses, and partner agencies to fortify bonds with GM911.

Telephone Statistics Call Volume The Emergency Communications Division processed 701,644 calls in 2024. The NC 9-1-1 Board uses RapidDeploy Eclipse Analytics for statewide reporting for the 9-1-1 industry. Types of Calls Wireless 911 calls represented 85.9% of the City’s 911 call volume. The center experienced a significant decrease in abandoned calls. We received an average of 931 calls per day in 2024, a decrease of 2.3 percent.

Staffing 2024 Force Strength The Emergency Communications Division consisted of 75 emergency communications specialists (ECS) in 2023. The authorized ECS staffing was 89, including supervisors and a deputy director. The average vacancy per month in 2024 was nine ECS positions. Fifteen new emergency communications specialists were hired in 2024. In 2024, six ECS resigned, one retired, one transferred, and one was dismissed. Public Safety Information Technology Division About the Division
The Public Safety Information Technology (PSIT) Division maintains the technology needs for Greensboro’s public safety agencies, and supports other internal departments and external agencies that use PSIT systems and hardware. The division is responsible for special projects and the acquisition, maintenance, and distribution of hardware and software for Guilford Metro 911, the Greensboro Police Department, and the Greensboro Fire Department. Some of the technologies PSIT supports include: Computer Aided Dispatch (CAD) system, 911 phone system, 911 recording system, Windows servers, Linux servers, mobile communications terminals (MCT), and the Law Enforcement Records Management System (RMS). It also supports VPN servers, Geographic Information Systems (GIS) and the Master Street Address Guide used by public safety personnel. • Deploy multi-factor authentication (MFA) for remaining users • Complete 911 console installations at primary 911 site • Migrate Police Department printers to a consolidated print server • Implement a dedicated demilitarized zone for Public Safety Web servers • Complete implementations of Hexagon CAD and Axon RMS • Deploy Mobile Device Management to all cellular devices and laptops • Install a new, live move-up module (Deccan LiveMUM) for Greensboro Fire • Migrate from UKG Workforce Telestaff to Infor timekeeping software for 911, Police, and possibly Fire • Implement Hexagon Connect to expand data sharing and collaboration with external entities • Implement a secondary, secure gateway for the 911 backup site • Expand and improve security measures to include the ability to scan for dark Web threats, increase MFA capabilities, and other measures • Explore ways to integrate AI into Public Safety Potential Future Projects/Plans

System Uptime/Downtime System uptime is critical for the 24/7/365 emergency operations center. PSIT strives for high availability, steady performance, and data integrity. Excluding planned downtime, GM911’s CAD and phone systems uptime did not fall below 99.99% in 2024.

Help Desk/Work Orders In addition completing projects and distributing equipment, the PSIT division completed more than 13,000 work orders in 2024, many of which were completed within 24 hours. Many of the work orders were addressed or completed after hours by on-call personnel. 13,000 The third quarter of 2024 included one of modern computing’s most-infamous cyber incidents. On July 19, cybersecurity firm CrowdStrike pushed a faulty update that crashed approximately 8.5 million Windows systems worldwide and disrupted services across various industries, including the City of Greensboro. PSIT responded to the incident and ensured critical systems coordinated resources until all affected machines/ servers were restored. First responders experienced no permanent loss of data and no detrimental impact due to the division’s timely and efficient response. WORK ORDERS
Geographic Information System (GIS)
The PSIT Division employs GIS personnel responsible for updating geographic information for emergency and non-emergency responses. This critical data identifies a caller’s location and recommends the proper response by specific agencies. The information drives the division’s CAD system and allows responders to navigate efficiently to emergencies. PSIT staff works with various agencies to ensure current and accurate information. In 2024, GIS staff made significant changes noted below.

Technical Services Division About the Division
The Technical Services Division operates a full-service, customer-owned and maintained (COAM) 800 MHz trunked wireless radio system. It also programs, supports, and accessorizes subscriber equipment. The division serves public safety and public works agencies on the local, state, and federal levels throughout Guilford, Alamance, Davidson, Randolph, and Forsyth counties. The Technical Services Division strives to provide excellent customer service by producing professional results in our maintenance, repair, radio system programming, and end-user subscriber equipment for voice, data, emergency, and non-emergency communications. It also provides consultation, order processing, and project management to help customers meet their communications needs.

2024 Highlights
The maintenance and configuration of the P25 core and site network highlighted a very successful 2024. The overall system version remained at A2022. The division provided system hardware and software updates, optimizations, and enhancements, which maximized performance and kept the network functioning to specification. Regular software and security enhancements allowed the division to maintain a state-of-the-art and secure communications system. The division enhanced the PCTEL SeeHawk Radio Frequency monitoring system through several software upgrades. This solution lets users monitor the radio frequency spectrum over the air, which helps locate potential interference to the radio system. The SeeHawk system helped the division find and rectify several instances of interference that caused major issues. This equipment is also a major player in the commissioning and inspections of Bi-Directional Amplifier (BDA) systems. The Technical Services Division kept busy with BDA systems checks and approvals due to changes to the North Carolina fire code for buildings. The new code requires first responders’ radios to work properly inside new constructions, which requires Technical Services to work with contractors on new constructions of 7,200 square feet or more to ensure the BDAs are commissioned properly onsite and over the air to our tower sites. The BDAs should not cause problems for the City’s systems. As the Federal Communications Commission license holder for GM911’s radio system, the Technical Services Division oversees BDA systems for multiple jurisdictions throughout the region, including Greensboro, High Point, Burlington, Graham, Mebane, Haw River, Guilford County, and Alamance County, to name a few. BDA systems work has increased tremendously in recent years, which led to the addition of another technician in 2024. Division representatives attended meetings, conferences, trainings, and workshops for NC Emergency Management and other state and national organizations.

Technical Services Division 2024 Projects The Technical Services Division manages and assists with projects and daily operations for internal and external customers. Listed below are some of the projects completed in 2024. • Maintained the backup redundancy for the US Digital Designs fire automated alerting system. The system uses GM911’s customized, in house designed radio house set and interface for automated alerting redundancy for all City fire departments and several Guilford County departments. • Reprogrammed radio and other radio frequency devices for continued functionality among agencies. • Completed database maintenance and upgrades. • Aligned radios to manufacturer specifications for safety and optimal performance. • Maintained the City of Thomasville’s public safety and non-public safety radio systems, and radio units. • Maintained Guilford County’s Fire UHF paging system, a critical component of the County’s fire emergency notifications. • Completed security upgrades to tower site and radio system. • Added Guilford County Schools transportation and security division radios to the system. • Replaced radios for all City staff, including Police, Fire, and all general government departments. • Installed Smartconnect LTE for land mobile radio configurations.
