#6 EXPAND Strengthen Partnerships

Action 6a. Strategically form new partnerships aligned with gaps in service Create an inventory of potential partners - There is interest and desire by the city, similar providers, and other organizations to engage in future partnerships. Greensboro should identify individual strengths and opportunities of each organization to provide an enhanced level of service to the community. Specific attention should be paid to organizations that help to bridge programming gaps (such as inclusive recreation, seniors, children under 5, wellness, womens sports, arts and culture, and environmental education, etc). Align with economic development agencies - Parks are major economic development drivers, particularly in growing cities like Greensboro. With such a substantive impact on economic development and quality of life, Greensboro should strengthen partnerships and remain actively engaged with agencies and organizations that drive regional economic growth.

Action 6b. Formalize existing partnerships and develop needed staff support or skills The Department currently has existing partnerships in place with organizations in the community. It is important to examine the agreements to be sure they are equitable agreements in terms of how the partnership is financed and to put in place metrics that allow for outcomes to be measured and weighed. Key components are: • Develop formal partnership agreements - Develop working, signed agreements with all types of partnership structures to clarify intentions, expectations and outcomes. This may require separate operational policies for each partnership type. Contractual agreements with outside organizations should clearly articulate the duration of the partnership and identify regular opportunities for contract renegotiation. • Review policies bi-annually - Assign a staff role to support oversight and ongoing review (every two years for

Partnerships will be central to successfully implementing Plan2Play ’s aspirational vision, and Greensboro is not alone in this trajectory. Agencies across the United States are seeking ways to increase partnerships, revenue production, and cost recovery. Private, public, and non- profit groups all have potential for shared missions and services alignment. For example, expanded partnerships with schools can help to attract local youth to use parks and programs. As Greensboro expands partnerships with private and not- for-profit groups, it should instill methods and policies to continuously evaluate the values and trade-offs to ensure mutually beneficial outcomes. Included in this is the ability to evaluate the staff costs for administering the partnership and the revenue gained.
