Notes to the Required Schedule: All years for which information is available are presented.
For years following the valuation date (when no new valuation is performed), covered employee payroll has been set equal to the covered employee payroll from the most recent valuation. Changes of Assumptions: The Plan's Fiduciary Net Position in 2018 was projected to be depleted in 2026 and, as a result, the Municipal Bond Index Rate was used in determination of the discount rate. The long term expected rate of return of 5.5% on Plan investments was applied to periods through 2026 and the Municipal Bond Index Rate at the measurement date of 6/30/2018 (3.89%) was applied to periods on and after 2026, resulting in a discount rate of 4.02% at the measurement date. The discount rate at the prior measurement date of 6/30/17 was 3.66%.
The Total OPEB liability is based upon an actuarial valuation as of 6/30/2016 and the total OPEB Liability as of 6/30/18 was determined using standard actuarial roll forward techniques.
