Evaluation Committee.
5.2 Positions are classified on the basis of the nature of the work assigned to the position, the job
evaluation factor levels assigned to the position by the Job Evaluation Committee, similarities
of job and qualification requirements with other job classifications within the organization, and
competitive labor market data (for benchmark jobs).
5.3 A classification will be effective at the start of the first full payroll period following approval by
the Job Evaluation Committee. Classification actions are not processed retroactively.
5.4 As an at-will employee, there is no guarantee of salary increases. All increases are subject to
change at any time at the sole discretion of the City Council and/or City Manager, or as City
compensation polices, programs or practices are introduced, amended, or eliminated.
6.0 PROCEDURES
6.1 The Budget & Evaluation (B&E) Department requires a Position Request Form be completed
and submitted for new positions (i.e., Mid-year position requests or Service Enhancements for a
new budget year).
6.2 A current and proposed organization chart must be submitted along with each position
reclassification request.
6.3 The Human Resources Department acquires salary and benefits data through a combination
of participation in compensation surveys, purchase of published salary market data, ongoing
participation with other organizations in gathering and analyzing salary data, or other relevant
information.
6.4 Salary data is analyzed on a periodic basis to determine the competitive labor market median
value for select benchmark jobs.
6.5 The Job Evaluation Committee reviews all classification requests and determines appropriate
job evaluation factor levels.
6.6 Human Resources Compensation communicates results of the classification review to the
requesting Department Head.
6.7 The Department Head may appeal the Job Evaluation Committee decision in a subsequent Job
Evaluation Committee meeting using the Position Classification Review Form.
6.8 The Department Head or designee communicates the results of the review to any affected
employees.
