The Open Data Program aims to:
• Support transparency and community engagement so residents understand what the City is doing.
• Enable City staff and the public to use the data in analysis and software applications that help Greensboro deliver services more efficiently.
• Provide businesses and other organizations with relevant data at no cost, so Greensboro maintains a thriving local economy.
• Remove silos between City departments, to foster data-sharing, and improve the efficiency of City services.
OBJECTIVES OF THE OPEN DATA PROGRAM
The City of Greensboro will develop and implement the best practices that allow it to:
• Collaborate on future open data projects and potential data sets based on previous public record requests and City Council requests.
• Coordinate with departments to identify essential datasets that would benefit residents and other users, as well as consolidating data (where possible) and simplifying user interfaces.
• Release essential City of Greensboro open data, making it freely available in open formats without licensing fees, with no restrictions on use or reuse, and fully accessible to the broadest range of users.
• Publish high quality, updated data with documentation (metadata) and permanence to encourage maximal use.
• Establish and maintain an open data web portal that provides a central location for published City data.
• Encourage innovative uses of the City’s publishable data by departments, the public, and other partners.
OPEN DATA PORTAL
The City’s IT Department will manage and maintain the Open Data Portal. The Open Data Leadership Team will oversee the development and implementation of these practices. IT staff members, led by the Chief Data Officer, will support the execution of open data projects and act as liaisons to departmental data coordinators. This policy applies to any City department, office, administrative unit, commission, board, advisory committee, or other division of the City government, including the records of third-party agency contractors that create or acquire information, records, or data on behalf of a City division or department.
DATA PUBLICATION AND USE
All datasets published on the portal will be in the public domain, meaning they are free for reuse by anyone. The City of Greensboro assumes no liability for:
