SURVEILLANCE CAMERA MONITORING AND AUDITING POLICY
PURPOSE
The City of Greensboro Video surveillance system is used to determine if inappropriate actions, either intentional or unintentional, have occurred in and around city facilities. System monitoring is used to look for these inappropriate actions in real time while recorded video is kept to look for them after the fact. The existence of this policy does not imply or guarantee that all cameras will be monitored 24 hours a day seven days a week.
SCOPE
This policy is adopted to formalize procedures for the installation of surveillance equipment and the handling, viewing, retention, dissemination, and destruction of surveillance records. The purpose of this policy is to regulate the use of camera systems used to observe and record public areas for the purposes of safety and security. The existence of this policy does not imply or guarantee that cameras will be monitored in real time 24 hours a day, seven days a week.

POLICY/ROLES AND RESPONSBILITIES
A. Access
Only authorized personnel, as determined by this policy and authorized by the City Manager’s Office, the Greensboro Police Department (GPD), and the Information Technology (IT) Department under the guidance of the requesting Department, will be involved in, or have access to, surveillance cameras or data. Cameras are not monitored continuously under normal operating conditions but may be monitored for safety and security purposes that include, but are not limited to restricted access areas, in response to an incident special event, and specific investigations authorized by police personnel. City of Greensboro contracted security staff will have access to all internal and exterior surveillance cameras for viewing live video, as it is in their area of responsibility to aid in the personal safety of staff and visitors in and around public facilities. In addition, the City Manager’s office or the Police Department Command Staff can authorize access for specific investigations. Approved Department staff will have access to the internal and exterior cameras for their designated Department to view live and recorded video as it is in their area of responsibility to ensure security of Departmental equipment assets.
