• Examine the existing policy for revisions that would allow more flexibility in allowing development land dedications to meet community needs. • Coordinate with the City of Greensboro Planning Department to address policies for land acquisition in the upcoming update to the Comprehensive Plan. • Assess access to open space in more recent suburban developments, particularly in northern Greensboro, around Bryan Park, and adjacent to the Piedmont Triad Airport (PTI) to identify future priority areas for land acquisition of park space as land and funding become available. • Pro-actively allocate public space that connects between new communities and existing public open spaces and enhance access to large scale park
• Explore the opportunity and feasibility for developers to create easements or more flexible dedicated funding (fee- in-lieu) that deliberately connects into existing parks, trails and greenways, or borders on other publicly owned or proposed developments to better connect the city to its shared public assets. Weigh the benefits, and local feasibility, of fee applications rather than land requirements to create a fund that supports open space connectivity more strategically.
Action 4d. Create a land dedication policy to address future deficits and needs. Greensboro’s future growth will create a demand for just under 400 acres of new parks and open space land over the next 20 to 30 years. While the community has stated that they are supportive of using funding to acquire land, there is also a policy in place to dedicate open space when new developments are built, such as in the growing northwest region. However, the current policy has not historically created public land where it is most usable, where it can build on existing resources, or in alignment with future needs. Explore a variety of land dedication and acquisition strategies - There are many opportunities to create a policy that works for the Department and ensures that residents have enough access to open space for recreation amenities in the future. Key opportunities to refine the policies are outlined below:
