FINAL ADOPTED BUDGET FY2022-23

GENERAL FUND The accompanying chart shows a service area comparison of General Fund expenditures for FY 20-21 actual expenditures, the FY 21-22 amended budget, the FY 22-23 adopted budget, and the FY 23-24 projected budget. The FY 22-23 adopted budget of $372,406,514 is $39.9 million, or 12%, higher than the amended FY 21-22 budget. The adopted budget also includes approximately $15.4 million in additional debt service, $7.2 million in compensation adjustments, $4.1 million in supply and contract cost increases, $3.8 million in additional positions, and $4.3 million in economic development support.

Infrastructure Public Safety Debt Service

The Public Safety service area, which includes Police, Fire, and the General Fund support for the Guilford Metro 911 Fund, is the largest service area in the General Fund. The total service area budget is $166.6 million, which is about 45% of the total General Fund. The adopted budget is about $13.3 million, or 8.7%, higher than the current year budget. The budget includes the fully funded Police and Fire salary step plans, Public Safety compensation changes totaling almost $4.8 million, a new 15 position fire company and related operations expenses, an additional Fire Plans Reviewer, and continuation of the police take-home vehicle program with the purchase of an additional 20 vehicles for almost $1.7 million. The Infrastructure service area, which includes Field Operations, Transportation, Engineering and Inspections, Planning, and contributions to Solid Waste Management and the Coliseum Funds, is the second largest service area at $92.7 million, or 25% of the General Fund. The infrastructure budget increases by $4.7 million, or 5.4%. The Field Operations Department budget includes contracted service cost increases for solid waste services totaling almost $1.3 million. The General Fund transfer to the Coliseum Fund is $3.4 million, a $500,000 increase over the current year due to anticipated return to more normal operations and implementation of a phased minimum wage of $15 per hour by FY 23-24. The Community Services service area, which includes the Library, Neighborhood Development, Parks and Recreation, and Human Rights Departments, increases by almost $257,000 to $36.9 million, or less than a 1% increase. This service area represents about 10% of the General Fund budget. Increases for Community Services include six (6) additional positions, three (2) Assistant Center Supervisors for Parks and Recreation, three (3) Crew Members for greenway and trail maintenance, and one (1) International Support Coordinator Human Rights. The General Government service area budget is $35.9 million, about $7.9 million higher than the current year budget of $28.1 million, and 9% of total expenditures. Included are increased transfer to the Parking Fund totaling $3.6 million for debt service support for the two new parking decks, and $1.5 million to the Capital Leasing Fund to support software and technology contract increases. Funding to address competitive compensation changes including addressing compression and market adjustments is included totaling $1.8 million. The service area budget adds several positons related to recommended organizational changes in the Executive Department detail in the positions change section of the document. The budgeted contribution to the Debt Service Fund will increase from $26.4 million to $40.1 million, and 11% of total expenses. The increase is necessary to fund increased debt service expenses based on the planned issuance of the remaining $36 million from the 2016 bonds and the proposed 2022 Bonds totaling $135 million. The FY 23-24 projected budget of $385.1 is $12.7 million, or 3.4%, higher than the adopted FY 22-23 budget.
