7.2 CATEGORIES OF ENROLLMENT: REPORTABLE INDIVIDUAL, PARTICIPANT, AND DATE OF PROGRAM EXIT [PIRL] This section assists in defining where an individual introduced to CAREER NDWG services should be categorized, based on their phase of enrollment into the program (see Chapter 2.2 for additional details). In order to better understand and comply with the information provided in Attachment 7A of TEGL 10- 16, Change 1 and the USDOL-only Participant Individual Record Layout (PIRL). This guidance is critical in determining which NDWG services makes a reportable individual also be considered to be a participant.
Staff should use the tables below to identify:
1. Which services make someone a reportable individual, and which make someone a reportable individual AND a participant. 2. Which services fall into which service type category. 3. Which PIRL elements correspond to and may be used to report each service type.

The NDWG program defines a reportable individual has taken action that demonstrates an intent to use program service and who meets specific criteria of the program.
Reportable individuals do not count towards performance measure outcomes.
Reportable Individual
The NDWG program defines a participant as a reportable individual who has 1) received an employment or training service or disaster relief employment; and 2) has satisfied all applicable programmatic requirements for the provision of services, including an eligibility determination.
Participants are counted towards performance measure outcomes.
