Workforce Investment Act The purpose of the Workforce Investment Act is to account for Department of Labor grant funds used to establish programs for employment and classroom training activities. South Elm Street Redevelopment Fund The purpose of the South Elm Street Redevelopment Fund is to account for funds used to assess and remedy environmental contamination in order to implement planned redevelopment of properties in the South Elm Street “brownfields” area. State and Federal Grants Fund The purpose of the State and Federal Grants Fund is to account for various projects financed primarily with State or Federal aid. State and Federal Grants (ARRA) Fund The purpose of the State and Federal American Recovery and Reinvestment Act (ARRA) Grants Fund is to account for various projects financed primarily with State or Federal aid from ARRA funds. Emergency Telephone System Fund This fund accounts for Guilford Metro 911 Emergency Telephone System that is supported by 911 surcharge fees. Emergency communications administration is recorded in the Guilford Metro Communications Internal Service Fund that is funded by contributions from the City and Guilford County.
