($16,754,624), improved approximately $35.4 million at the end of this year, with the increase largely attributable to decreases in restricted funds and lower net investment in capital assets. Investment income increased $4.5 million from the prior year. The City’s overall unrestricted cash levels decreased by approximately $15.0 million to approximately $353.6 million. However, it should be noted that of the total reported “unrestricted” amount, only approximately $39.6 million is available and unobligated in the General Fund to provide working capital to finance day-to-day governmental activities and fund unforeseen circumstances in the future.
